FACT SHEET ( 5/17/04 )WHAT WE KNOW ABOUT THE SUPER WAL-MART DEVELOPMENT
Super Center is a tight fit for this location (only 29 acres available with consistent zoning). Super Wal-Mart on Dirksen Parkway is a similar size but the surrounding area is very different than the proposed Wabash site. State Journal Register reported last year that Mayor Davlin publicly stated the 60 acre site near Panther Creek was not sufficient for a Super Wal-Mart. Store front would face south onto Wabash Road Auto service center would be located on the north side facing the residential area. Access to the site is from Archer Elevator Road on the west and from Meadowbrook Road on the east. IDOT will not accept any direct access onto Wabash City may stipulate no access on to Westgate Drive Three outlots are planned for other business operations. Semi-trailer trucks would unload on the north side facing the residential area.
Traffic Situation Road upgrading would be necessary on the west, east and south sides of the site. Wabash traffic was 11,000 vehicles per day in 2001 per IDOT study. Super Center could generate up to 15,000 more daily vehicle visits. Many semi-trailer trucks would unload on a daily basis. Nothing is planned for upgrading Archer Elevator Road north of Westgate Drive. Archer Elevator is only an oil and chip country road that is unsafe in bad weather conditions. Meadowbrook, Hedley and Iles could become the primary northern access routes to the Super Center. New traffic signal would be necessary at the intersection of Wabash and Meadowbrook. No traffic study has been provided yet for review.
Stormwater Drainage Situation Surrounding area already has some drainage problems. Detention ponds are needed to store excess runoff that can't be released downstream. Super Center will generate a lot more runoff into the existing detention pond System. Drainage from the Super Center would go east and north to the detention pond just south of Hedley. This pond is surrounded by residences as are other ponds in the area. Excess waters flow east to the City's detention pond by the Church alongside Koke Mill Road . No drainage Study has been provided yet for review.
Rezoning Petition by Wal-Mart Zoning is currently B-1 (highway business district) for most of the site. Eight lots (8-15) along the north boundary of the site are zoned S-2 (community shopping and office district). These lots border onto Westgate Drive and currently have an access right to this street. Wal-Mart wants to rezone five lots (9-13, 3.5 acres) to B-1 similar to the main development area. Building an auto service center requires B-1 zoning and having parking there also requires B-1 zoning consistent with the main development. No buffer area is proposed between the Super Center and the area to the north of Westgate Drive . |
